    ...extra taxes to cover food stamps; they do pay into unemployment compensation funds, so there is no equivalence there. That's not to say there is no benefit to companies; there is in that they can more or less count on getting some employees back if the layoff period is short enough.

    The auto industry for the past two years has very much reduced the length of the summer lay-off period. This varies from company to company, but this year, there is no time off at many Big Three plants and only one week off at others. In any case, companies have routinely concentrated employee vacations during July so that they are not laid off during this downtime.
