      No, they're not stupid. They may be playing to an audience of low-information voters, but they know what they're doing.

      Understand that Republicans start from a position that receiving handouts from the government is disgraceful, morally suspect, & fraudulent more often than not. So the broader aim is to stigmatize the receipt of benefits from the government.

      First, laws like these create a barrier to entry & thus winnow out some applicants & deter other from applying. As in the enjoined Florida law, persons applying for benefits are required to pay for the drug-test upfront, & the money is refunded only if the subject tests negative. So right there the program is diminished - a positive to Republicans who are ideologically opposed to social spending & transfer payments in general.

      Second, like the New York City law that requires welfare applicants to be fingerprinted, it makes the experience of applying for benefits somewhat like being booked into jail & insinuates disgrace or outright criminality. They WANT the process of applying for benefits to be as invasive, humiliating, intimidating & frustrating as possible.

      Third, laws like these are an easy-to-explain "deliverable" to the Republican Party's base. Stuff like this never fails to win applause with the rednecks & teabagger cranks who vote them into office.

        They want people to turn to the religious groups, because then they can be preached at.
