    George W. Bush was criticized for not taking action on the intelligence he received in August, 2001 about a possible al-Qaeda attack using airplanes.  But suppose he had immediately instituted all the airport security we now have, and suppose September 11 had never happened.  He would have received no credit for doing so.  Instead, the complaining people now do about the long lines at the airport and the invasive screening would have been magnified tenfold.  In fact, the whole business could not have lasted more than six months before the political pressure to ease up would have proven irresistible.

    Actually, even that much is a totally unrealistic hypothetical.  No president could have gotten away with such an increase in airport security without first having a major event like September 11.
