      I'll make a good faith attempt to answer it:

      1. It doesn't work

      2. It doesn't create jobs or necessarily enhance a person's long term employment prospects, it is simply forced labor that accelerates the race to the bottom because it takes existing jobs that might pay a living wage and substitutes survival benefits as compensation

      3. It doesn't aim to build an infrastructure that addresses the poor's long term employment difficulties, it is simply an administrative sleight of hand to shift costs rather than to cut them and in the end the benefits of that cost shifting aren't going to the people who need them (the poor) but are shifted to the affiliated employers who are getting government subsidies to employ these folks at less than market wage.

      4. Philosophically and ideologically, it's regressive and anti-modern -- a return to the workhouses of Victorian and even pre-Victorian days.  The "forced labor" part of my response above plays in here, as well.
