    (unlikely as it may be) that he goes to another country and some prosecutor there is ballsy enough to bring him up on charges.

      because the US is not an ICC member. While technically an American citizen could be tried at the Hague the process that is required would require a member country, with tremendous influence, to spend much political capital, including the likely severing of diplomatic relations with the US. It would even be more difficult to bring a former President or senior US government official. The reality is that it will never happen.

      There may be some venue where GWB, and his cabal, could be tried for war crimes, but it would have to be in a country where the US has little influence and the verdict would have no standing in the US, and likely most of the rest of the world.
