maybe in the north and west. I would guess it would get support from the vast majority of Dems, plus some Republican leadership/establishment types like Walden, northeastern Republicans like Hanna, etc., but the vast majority of rank and file Republican house members from the South and Southwest would oppose, unless it would remove the bulk of their constituents from pre-clearance requirements.

Interestingly Obama says he's in favor of seriously rethinking our approach to voting rights, including getting rid of pre-clearance for particular jurisdictions in favor of other policies.

wwmiv posted an alternate formula that was proposed in maybe 2006 which would alter a lot of the places under scrutiny. I thought it looked pretty good, and it would put a couple heavily Hispanic (for Oregon) counties in eastern Oregon in the category.

Nevada's own Senator Dean Heller and Reps. Joe Heck & Mark Amodei are the types of Republicans who will be needed for successful VRA restoration. Other examples would be Pat Toomey, Mark Kirk, Kelly Ayotte, Jeff Denham, and Dave Reichert. In other words, we need the "not (or at least not so) crazy ones" to cross over and do the right thing to save face for their party. And that's pretty much what many of them are already doing on immigration reform.

Sure, the pre-clearance map can use updating, but IMHO we still need a strong Section 4. What's happening now in the likes of Texas and South Carolina serve as a reminder of why a strong VRA is still all too necessary.
