    I dont think this decision would have that much of an effect in the Senate.

      Changing district boundaries is one way to change how votes get counted, and the nature of voting.  There are other ways to accomplish the same thing, some of which were prevented by the VRA.  I would be surprised if we don't see a host of those other tactics to suppress votes in such a way as to affect elections, and in some swing states that may be enough to change the outcome in a Senate race or two.

      it will indeed hurt the House more.  The Senate still won't be helped in any narrow races if a statewide minority vote is depressed by intimidation and "inconvenience".
