    Section 3 of the VRA, DOJ can seek to have an area "bailed in" to pre-clearance if it finds it to be a pocket of discrimination. It would require DOJ to seek a federal court order for each jurisdiction it seeks to pre-clear and the order is only good for a set amount of time, but it's possible.

    •  Well, hopefully the DoJ will use every tool (0+ / 0-)

      at its disposal, and press the envolope as far as possible, to ensure voting rights. Although, I've not been impressed with Holder's enthusiasm in using his statutory powers (at least on civil rights issues) thus far.
