    that in my view provide a wide not narrow standard for whether to give no or yes on XL.  Washington Post has quote similar to yours:

    Obama said, “Our national interest will be served only if this pipeline does not significantly exacerbate the climate problem.”

    “The net effects of climate impact will be absolutely critical to determining whether this project will go forward,” he added. “It is relevant.”

    Vague is good. It provides a broader standard:  Net effects of climate impact can include more than carbon emissions. that is, "climate impact" is not limited to emissions.

    MB posted his diary before obama's speech, and then i think added an update and there are different quotes provided by media. but the gist of standard is net climate impact.
