    pipeline I sure don't see this as definitive proof.

    Who gathers the #s?
    Who analyzes the data?
    Who makes the determination at State (or above)?

    Meteor Blades' FP post says it all:

    I've been around this here rodeo long enough to know that there's some serious wiggle room built into that sentence for any politician to work with...

      No question about that.

      But let's go to the next step. Why run that idea up the flagpole unless there is a strong probability XL will be cancelled? Putting forth the idea will draw a lot of heat. Turning back from the idea later will draw more heat.

      That draws heat from both sides. Why do that when the alternative, not saying anything, is easy-peasy?

      I think this is a strong signal that the administration is already predisposed to cancel XL.

      squashed the State Dept analysis on the ghg emissions. Don't have time to recheck it.
