    is grossly overrated.
Having three governmental entities with different responsibilities is designed to foil the concentration of power. The entities are not designed to keep each other in check. If agents of government do not perform their duties and obligation, the citizenry is tasked with their removal.
Since it isn't possible to determine ahead of time how an individual will perform, the failure to remove the non- performers is a dereliction on the part of citizens, some of whom apparently prefer to be ruled, rather than served.
That some of our agents of government have redefined themselves as authorities and citizenship as a privilege explains why some citizens are confused. Also, if citizenship is defined as a privilege, it is easy to remove. "We just gotta pass a law!"
Agents of government aiming to reduce the influence of the citizens is not novel. The temptation to acquire power is always present and always hard to resist. Which is why we need eternal vigilence. The Constitution, a structural outline of government by the people, is simply not self-enforcing or self-correcting.
Fortunately, it doesn't take everyone being at attention all the time. We can take turns.

We organize governments to deliver services and prevent abuse.
