    by wealthy special interests. It is difficult to gather the signatures to place measures on the ballot. So wealthy individuals and corporate interests pay signature-gatherers to do that. $28 million was paid to collect signatures for the 2012 ballot initiatives. Wealthy interests also pay for advertising to support their favored initiatives. In the past multiple competing initiatives have been sponsored, partly to sow voter confusion and weaken the chances of a progressive initiative passing. I don't think that is what the drafters of the initiative provision had in mind.
