    ...of voter initiatives would be that the people would have standing to appoint a "special advocate" of some kind because their power to make laws by voter initiative—a power specifically provided for in the state constitution—would be damaged if the state government had a functional veto on laws passed by voter initiative.

    I'm no lawyer, so I don't know if that case would hold water legally, but as a layperson it makes sense to me.
