What we need is either Wendy Davis in the US Senate (preferable) or Wendy Davis as Texas' next LT.GOV. (Where the power is. See Bullock, Bob, for a primer on the value of that office in Texas Politics).

Texas' Constitution is written to nullify the governor's powers as it remains an immediate-post-Reconstruction document.

    Think on that a second.

I voted not just no but Hell No, because she'd be wasted in Li'l Ricky's chair.

But I'm from outside Texas (the worst place actually, Mass.) but before I was directed to this comment of yours I raised the same question (framed in my possible ignorance) here.  So amazingly enough, some of us damn yankees pay enough attention to get it!

except int he sense of knowing what they're doing down in Texas.

The Lt. Gov. job here is similar to the one in Washington. You wait until the governor dies or resigns.  Otherwise not much but ribbon-cuttings.  The position here is currently vacant.  Nobody cares.

When Tommy O'Neil held the job, he added an unofficial function, to be the state's primary liaison to Washington.  But then that was when his father Tip was the Speakah.
