    If the Republicans can use rules like designating electors for Bush, then the system is ripe for fascism and not popular democracy.  Pushing the idea that our vote decides who runs the country is a lie if Republicans can control the process as they are doing right now.  The recount of the entire state showed Gore won by a small margin.  That should have been honored, but with Bush's brother Jeb running the election there was no chance.  The system is corrupt.

      there is in theory a provision of 14th Amendment which would punish a state by proportionally denying it representation in the House, but that has never been enforced and it is not clear for how long.
