    which as we know is a term of art - referencing material actually accessed by analysts.

    Haven't had time to skim the IG draft report yet, so I'm not sure if that's consistently used there of if this is an artifact of The Guardian's reporting.

    If the former, this still leaves open the rather important question of what (and how much) the NSA stores but has not "collected."
