    Has a purpose. I think here it probably expresses surprise or incredulity. Lots of people write "um" "uh" and similar "hesitation particles" online for similar purposes.

    But linguistics aside, I don't think it's good for government entities to drum out businesses for their political views, even if we think those views are abhorrent. Government just shouldn't have the power to make that determination. The appropriate thing would be for the governments involved to allow the business license according to law, and then we the people should be free to exercise our rights to boycott, protest, and petition the business on their views. Unfortunately, Chick-fil-A doesn't seem likely to change their tune or go out of business, but boycott actions could seriously hamper their expansion plans.
