    Prone to be offshored doesn't necessarily mean they will be, just that the potential exists.  Frankly I think this offshoring trend is coming to an end.

      piece of monstrous crap passes in its current form, offshoring will be affected. There will be hundreds of thousands of scabs from India and China here to take the jobs at starvation wages in this country. The H-1B increase as well as total end of limits on green cards will devastate US citizen college graduates.
