    energy trade offs. To pluck a very small prey item that could simply be eaten in one or two gulps would expend a lot of energy for little nutritional gain.  OTOH, larger prey is easier eaten and digested when eaten.

    This is simply my own hypothesis, but I have seen a lot of raptors, captive and otherwise. They pluck larger prey, or, if the prey is a larger mammal, eat the meat and leave the skin (sometimes eating the bones, sometimes not). With both small mammals and small birds as prey items, however, they generally eat them whole or else in a couple of chunks.
