    actually reached a low point in about 2003, and has been inching upward since then. Experts predict it will decline again, but still ... that's more than a decade already. Part of the problem is the trend toward larger and larger turbines, which reverses economy of scale: turbine mass (hence cost) scales with the cube of the size, while power available scales with the square of the size.
