    But the ambiguity does underline one aspect of the problem---no one has any clear agreement on who is a "terrorist" and what counts as a "terrorist attack".  Though, as I point out in the diary, nobody anywhere that I have ever seen has asserted that more than 1,000 Americans a year are killed by "terrorists"--so even the most alarmist and expansive definitions produce a miniscule number of victims.  If anyone has any higher figures, I'd sure appreciate seeing them.
