    regional dispersement with whites segregating themselves West of the I-94 corridor.  

    Kenosha and Racine both had thousands of good paying manufacturing jobs in their downtowns that have, over the last few decades, mostly been moved to other red states, Mexico or China. Minorities worked in these jobs and few have found replacement jobs that pay even 50% or 40% of what they used to earn. Retail jobs shifted from downtown anchor major retail stores to malls far West of the centers of town in both cities.
