It's USED on public property. Transporting a 4x4 to private property on a trailer (packing a firearm in a gun case in the trunk) doesn't require any of those things other. Public lands? Well, I already have a carry permit. Good thing it'll be good in DC, Illinois, NYC and Cali if the guns as cars thing is applied.

that it is kept out of traffic, so I would be fine if you had to hire a gun transport (the equivalent of a trailer) that guarantees the gun does not enter circulation on public property.

On the public lands the rules apply as well - just like if you want to drive your unregistered 4x4 on pubic land. For transporting there would have to be rules just like with the 4x4 - if you drop the unregistered 4x4 from the trailer on a street you can get a ticket or have it impounded.

I think we are getting somewhere, regulating all firearms as cars.  Great concept!
