    gathering information about their economic strengths and weaknesses, too.

    Most people tend to equate "spying" with just "military or security information", but it's much more than that.

      economic information. The question at hand is how you obtain it. The CIA World Fact Book contains a lot of useful information. Pretty much all of it looks like stuff that could have been compiled from publicly available sources. I'm sure that they have other goodies obtained by other means.
