    Speaking as a former NSA-tasked operator, I can tell you just the reverse is true in NSA.  We were working at PC workstations in the late 70s, when punch cards and batch processing were the commercially available cutting edge.  I was absolutely horrified when I got out and went to college, took fortran and had to start punching cards.  Ten years later my Compaq PC felt very familiar.

    I wiould imagine that the same principle, that the NSA remains a decade ahead of what is publicly acknowledged as possible, remains the case.
