    But Snowden lived and worked in the U.S.  He's only been out of the country for a few weeks.

        However, my experience in the service, and what I see of various government documents, leads me to believe that it doesn't matter.

        Anyone who works for the G - especially at Snowden's level - will write dates the way they're supposed to:  regardless of where their workplace might be.

        of the Peace Corps and who decided to adopt this manner of expressing dates have never used "st" or "th" as an appendage to express the date....

        ...to them (and to me because I thought it was so cool and adopted the same mannerism, since I didn't have the courage or self-perceived space to go the Peace Corps route myself), it is ONE July 2013...
