    frisks means fewer arrests. Ergo, lower crime rate.

      in over 90% of the NYPD stop and frisks, is a racial standard.

        That's why it's getting sued. Reasonable suspicion is always more than mere hunch or guess; NYPD can't be trusted to get that right any longer.
