    Ignorance is bliss. Congress has convinced itself that not doing its job is not corrupt. The people know better, but this is a bi-partisan habit. The war on women is a convenient distraction from all the things they don't want to talk about.

    The secret programs are all Congressionally sponsored and funded. Indeed, when the appropriations bill for the secret programs was passed, Feinstein and Chambliss bragged that they had appropriated more money than the agencies asked for.
    The President has only one control lever. He can fail to spend dollars that have been appropriated. He can't spend what's not been appropriated and he can't spend more. We should also keep in mind that the federal budget has no legal effect. It's a plan that gets media attention. Then, when nobody is looking, they appropriate what they want.

    We organize governments to deliver services and prevent abuse.
