    notice how it's phrased as, we're going to use them, put in "guidelines".

    Kind of like the pirates code, not really a code but more of what you might call "guidelines".

    Notice how the constitution's 4th amendment is a "guideline".

      Lots of private businesses want to use them (real estate, oil and gas exploration, construction, etc) as well as hobbyists. So at the minimum some "guidelines" are indeed necessary
