"fiddling while the empire burns" ...?

Drones can do much more than that.

That's why our police want them:

So they can be everywhere at once,

      without anyone suspecting a thing.

However, instinct-driven people are directed by superficial optics, what things look like. Vision is their primary source of information. They are watchers. That our nuclear weapons are just in storage and have to be watched all the time doesn't bother them at all. But building or rebuilding bridges is outside their ken.

Anyway, I came back because I wanted to add that perhaps the fact that agency obligations are all spelled out ahead of time may account for the effort to apply the same model to individual behavior. They are trying to apply standards to others as they are applied to them.
Citizens have obligations but, unlike those of paid agents of government, they don't have to be carried out. I suspect some agents of government don't understand that because they get paid, the duties their are assigned are not optional; that if they don't deliver, they are liable to get fired.
Of course that regimen was largely vitiated in the case of the presidency by the establishment of the term limit. A person really has to mess up to be fired after one term. After that there is nothing to worry about. Imposing term limits took some of the electorate's power away.

We organize governments to deliver services and prevent abuse.
