    There's a ton more to it, of course. The government has been allowing the Muslim Brotherhood to flourish since before Mubarak was in office. Sadat deliberately let them out of prison in the 1970s to try and win support, kind of how the Republican Party allied with the Christian Right to win elections. It backfired on Sadat much more quickly than it did the GOP, though, and in a much more dramatic fashion. Not to mention the fact that the Muslim Brotherhood became very popular in the 1980s among the young who faced astronomically high unemployment.
