  •  shutdown engine should be non issue (9+ / 0-)

Sorry, but as a professional railroader, the lead engine shutdown should and i repeat should be a non issue.  There should be securement redundancies in place to ensure this sort of thing never happens, even if the brakes release either by accident or equipment failure.  In this case it seems either the crew didn't do their job or there was malicious tampering.  Those are ((probably) and i say probably because i have seen lots of unbelievable stuff happen over the years) the only two choices here.  Just so you know I am a 20 year RR veteran in mountainous territory.

with wasabi's assessment. Air brakes on RR cars are designed to be fail-proof. If air pressure is lost to the system all brakes are supposed to engage. That system invention is what made Geo. Westinghouse his fortune. Unless ALL air pressure is bled from the system on each individual car a stopped train with engine(s) connected and air hoses coupled should stay where the crew wants it to.
A safeguard would be to add 5 handbrakes on the low (downhill) end of the train. But with modern railroads downsizing crews (no more cabooses, etc) it's entirely possible the crew (one man?) didn't perform the final handbrake application.
Nothing against him/her personally, I know he was tired and his hours of service were about to expire. I guess my question is, at what cost to the company is safety? They talk a great game to employees but it really comes down to if we (employees) wanted to bring the RR's to a standstill all we had to do would be to work by their own rule book, designed to absolve themselves (company) of any responsibility.

      OK, rant off...
