Apparently, there is a group of agents at the Secret Service collectively known as the Internet Threat Desk - if that doesn't scream Orwell then nothing does - and these fine public servants descend on anyone who is determined to harbor serious "intent" to bring harm to the President.
I don't see what's Orwellian about the fact that the Secret Service has dedicated resources to finding and investigating threats to the life of the President of the United States on the Internet. It is their job to find, investigate, and if necessary put a stop to any threats to the life of the President, his family, and/or other members of his administration.

I'm generally a civil libertarian when it comes to free-speech issues, but nobody has the right to directly threaten the life of the President (or anyone else, for that matter).

As for the matter of the mental illness of the young man who is now in prison for posting threats to the President online, while I do think he should get treatment instead of prison and think the mental-health system in this country is completely broken, I don't think that the fact that he's mentally ill should mean that the Secret Service doesn't take his threats seriously. John Hinckley was mentally ill when he shot Reagan in 1981, but that didn't make the bullets coming out of his gun any less dangerous.
