    ... handled terrorist information in the past? They used secret court hearings. Why are they secret? So the terrorists don't find out about them. It's the same reason you don't give notice to a cocaine dealer that you're about to search her house. That's why cocaine dealers, like terrorists, don't get to know about the warrants about to be issued against them. And the general public doesn't get to know because the general public might tip them off. That's the nature of a secret.

      I understand the necessity for secret operations, but the framework within which is operates must be 100% transparent, e.g., probable cause, not secret court, not secret laws, not secret verdicts.  

      Also, ALL FOIA requests must be honored post-event.  Why?

      Because to do otherwise is more harmful than good.
