      to have insurance in order to legally have didn't matter. in order to put a license plate on a car, I have to show proof of insurance.  If I have a bad driving record, or I'm in a class that has a bad driving record, I pay a lot more for insurance.  I would say that a class that has a record of loaning or losing guns, or inciting violence would likely drive that insurance sky high.  If you have a gun, it is your responsibility to limit the exposure of possible theft or incitement, i.e. if you're carrying the gun in the open where you are tempting fate in the form of a thief or a hot head, you're going to pay a hell of lot of money for insurance.  If you are trained in the appropriate and effective use of force by the Israeli army, you pay less for insurance.
