      Pakistan is a former part of India which was itself a colony of the British Empire. English is still a common language in the region. Just as it is in India. An English version is surely intended to reach a wider world audience.

          it was simply buried, as reported on TPM, because the Pakistanis wanted the information to not be public. Either way, English is still alive and well in the country. At least at the level of government which does not surprise me much considering how much contact they have with the US and NATO.
