  •  The Congress has passed lots of un-Constitutional (7+ / 0-)

    laws. By putting the Supreme Court in the driver's seat, they seem to have precluded that the FISA court will be thrown out. Nevertheless, pre-clearance, like pre-emption is contrary to our principles of good governance. It is, however, apparently characteristic of the instinct-driven to act prematurely and out of order.  Perhaps because they suffer from a deficient sense of time.
    Being habitually late because they don't know what time it is, is bound to make people insecure. Some compensate by becoming obsessive about being on time.
    A sense of time may be a variable attribute in humans, akin to a sense of music or form or a particular aptitude for math. As long as somebody is watching the clock to keep everyone working together, it isn't necessary for everyone to know what time it is. That the major religions all segment the day is probably not a coincidence. There's a practical point to stopping every three hours to pray.
