      The Republicans want to something to complain about to their racist tea party base; they don't want actual progress even on their own stated goals. The black usurper in the White House won't crack down on the brown people who are ruining America; that's their racist meme. If Obama had the entire US Army stand shoulder to shoulder with fixed bayonets on the Mexican border, they'd bitch he was doing enough to prevent tunnelling under the border. It's not what's true. It's what they think they need to sell. It's the raw meat that the tea bag crowd requires; doesn't matter if the raw meat is filled with maggots.

        Boehner insists immigration reform can't begin until after "strong border security"-- an unquantifiable condition-- is certified by Republicans in Congress.

        If so, then we'll never get around to legislating immigration reform. Not only is it impossible to secure any border by 100% (not even the Berlin Wall was impermeable), but there's no way to TELL whether complete security has been achieved.

        This is just a Republican ploy to block immigration reform in the future while helping the GOP escape responsibiity for trying to block it.
