Western Virginia is not a stranger to extreme floods.  Camille (yes, that Camille) dumped up to 27" over western and central VA (many areas had 12-20") mostly in a 3-5 hour period overnight.  I suspect orographics play a big role in that.

When we lived in Houston, when I was a child, we saw plenty of excessive rainfalls.  I remember one such in June 1976 (I think) where parts of the city received up to 13" in a 6 hour period (Intercontinental Airport, the official observing station, had only 1 inch or so).  That morning was a typical summer morning, warm and humid, but cloudier than usual.  By early afternoon, the continuous heavy thunderstorms started.

"Orographics" is a new one on me, so I had to look it up.

Orography: the study of Earth bumps (aka mountains & hills).

Sometimes a hurricane tracks straight up a watershed, sometimes it's just a couple fronts that collide and stall, but 12" rainfalls aren't rare.

When that happens, mountainside fall into the valley and create natural dams that erode into major rapids in a year or so. Sometimes the river jumps the banks and carves a new course that erases roads and houses right down to the bedrock and then buries it under huge boulders.

The Smoke Hole canyon of the upper Potomac had a nice landmark upstream of the canyon where the stream is still wide and flat - a Ford Falcon that the water had wrapped around a boulder like a mashed beer can.
