    are undertaken almost entirely for deterrent purposes.  The IRS and DOJ could, if they chose, prosecute tens of thousands--if not hundreds of thousands--of tax evasion cases, but they lack the resources to do so.  By policy, they focus prosecution on celebrities and tax professionals (and the occasional drug dealer or gun runner) where publicity will supposedly have a deterrent effect.
