Virginia governors who have later served in the Senate are in the past 4 decades or so only 4

    Chuck Robb
    George Allen
    Tim Kaine
    Mark Warner

Yes, Jim Gilmore ran for it, but first he flirted with running for President, and then he took on the suicide mission of running against the most popular man in Virginia, former Governor Mark Warner, who ironically had also explored running for President - he had a huge presence at the first Yearly Kos in Vegas in 2006.

So the last 4 before McDonnell ran, and three won.  Before that Robb ran and won.

    Robb was elected in 1988.

Before that you have to go back to Harry F. Byrd Sr, who served as Governor from 1925-1929, and then was elected to the Senate in 1932.
