    then they can take extraordinary steps, and then fess up to the public about why and how they did it.

    As an example: there is no law specifically authorizing a military fighter jet to shoot down a commercial airliner full of passengers. Yet, if it had happened during 9/11, the jet pilot would have ultimately not faced a legal challenge for it.

    The whole "nuclear bomb in a briefcase" scenario is a canard used by the statists.
