    (By the way, most prisons are not in the state's purview: they're privately owned.  That's a huge part of the problem.)

      the private companies to run the prisons... the companies do not OWN the prison. at least, not yet. and the gods forbid!

      and this is exactly what i mean: we have to see where we can exert power and regain control.

      it is the same with police. somehow, we've lost our bearings.
