    The ACA had a much more robust mechanism for preventing opt-out (to my memory, opt-out states would lose all Medicaid funding, both "old" Medicaid plus new ACA funding - basically, it was "all Medicaid or no Medicaid"), but SCOTUS, unusually, killed that, essentially holding that it was too onerous for the states and that Congress was unlawfully forcing the states' hands.  Because of the total loss of all Medicaid money, no states were seriously expected to opt out.

    Of course, Congress can hold all transportation funding hostage for the drinking age, and that draconian provision has been upheld ad infinitum, so very few SCOTUS-watchers predicted the outcome.

    I stand to be corrected but it was the first time in a very, very long time that SCOTUS had killed one of those contingent funding mechanisms.

    So, direct your ire not at the President but instead at the Supreme Court.
