    I understand my colleagues here who believe that Republicans will always break their word.

    However, there is a long-established culture of the Senate that, while damaged grievously by many newer Republicans, still holds sway among others.  That culture is that a vote commitment is sacred.  You can pooh-pooh this comment of mine all you want.  But no legislative body in the US can function without log-rolling -- which depends upon vote commitments.

    You can say that the Senate is not functioning. I am ready for that comment.  But if 6 Republicans continue to vote for cloture in order to uphold the latest deal, there will be no successful filibuster of NLRB nominees.  I believe that there are 6 Republicans who are more concerned about their reputations than about Tea Party extremism.  Prove me wrong next month, prior to the August 27 retirement of the existing NLRB member who is going.  (Or earlier, since Senators love to recess when they can.)

      History says otherwise, McConnell has broken many agreements and deals.
      ... because if they do, the Dems can (and I believe will) immediately do the Constitutional Option.
      History says they will not, not under Reid, we've seen this movie.
