    The threat was "cloture votes or I invoke the nuclear option".  The GOP seems to have backed down and accepted a fig leaf of getting Obama to nominate a couple of new NLRB people who probably won't be different from the previous nominations so it doesn't look like they completely caved.

    It's not like Reid promised filibuster reform then went back on his promise.

      People hoping to get filibuster reform out of this should have been rooting for Republicans to remain obstinate. Reid's plan was clearly to use the Nuclear Option as his BATNA to get some nominees through.

      Tactically, that's not bad, and the apparent success of the maneuver means that at least someone believes that he might just do it if push came to shove. But it's a very, very small victory in the scheme of things.

      (OTOH, it should be noted that having the NLRB and CFPB be operational is good for a lot of people. But it speaks to the depth of the crisis of governance that we have to take that as a victory. Yay, our ability to enforce laws protecting ordinary Americans against corporate malfeasance is not entirely crippled!!)
