It's weird; someone posted a discussion about productivity at another site I frequent... Completely different start to the conversation, but same result.

The problem is as you say at the end. Productivity has gone up rapidly and pretty much continuously since the beginning of the industrial age, and we've kept up with employment through most of it. It's a socioeconomic problem we face now, employment-wise: shrinking middle class due to wage stagnation/deflation brought on by changes in our trading, our tax policy, and our labor policy.

Back when we had full employment in the late 1990's, college wasn't nearly as important to have on a resume; skill and experience were enough. And in some places it still is; e.g. the company I work for wants skilled people and finds it hard to match up with workers who fit their standards, so weeding out by degrees is artificially limiting. But there are other HR departments out there right now getting buried by applicants, and that drives them to up their standards beyond what they really need. Full employment goes a long way toward curing the whole over-qualification issue IMHO.

Necessity is the plea for every infringement of human freedom. It is the argument of tyrants; it is the creed of slaves. - William Pitt
