I just think it works.  It's a cover that creates a sharp contrast, between the friendly, handsome kid who looks like he belongs on the cover of Rolling Stone, and the monster we know him to be - the headline makes that clear if there was any doubt left.

The cover is trying to make us feel that tension.  The article is about that tension.  It's an unsettling tension that's still vitally important to the event.

The tension they intend to convey is between an ordinary, nice, appealing person and monster. Not between a glamorous celebrity who belongs on the cover of Rolling Stone and a murderer.

And yet, because it's Rolling Stone, that photo looks like, as you say, someone who belongs on a Rolling Stone cover. This idea of a glamorous celebrity, which has nothing to do with their actual meaning or the article, intrudes into their point, and obscures it.

A picture of him looking a bit goofy, or a picture of him when he was eight years old, would have worked much better for that contrast.

Art is the handmaid of human good.

I think it's more than being ordinary - the contrast is highlighted by him being as appealing as possible.  You're specifically drawn to like him from the photo, which adjusts the crash.

But I think we can disagree about whether or not it works.
