      were better monitored sometimes.  Just today it's being reported that recipients in New York are using their benefits to buy items to ship overseas:

      The practice of shipping food abroad has become so common that hundreds of barrels line the walls in grocery stores around the city to be used to send the food.

      Supermarket workers say that customers usually get one of the barrels and then fill it up over time with groceries. The barrels are about $40 and then are usually filled with about $500 worth of food.

      “Everybody does it,” a worker at an Associated Supermarket said. “A lot of people pay with EBT.”

        Impressive, really.

        SNAP personnel have access to workforce records (state and federal), IRS records, and just about every other database out there.  At their fingertips.

        The problem is not so much monitoring, but hours in the day.  Personnel who oversee the SNAP program are supposed to handle 7 apps a day.  

        Virtually every single app has folks who lie about this or about that.  The processing is supposed to take no more than an hour, but oftentimes it takes a lot more time due to applicant fudging on who lives with you, their age, whether they are employed, your assets, etc.  Lying is a big problem, and a work slowdown because once you find the applicant lying about 1 thing, you've got to check out everything he says (over the available databases).  These SNAP appointments are typically over the telephone, and that also creates another barrier to accuracy.

        Probably at least twice a week, my wife will get home after 6 pm due to having to meet her quota of reviewing 7 intake apps a day.  Many apps are so-called "emergency" apps, which have got to be analyzed within 24 hours.  The work is intense and sometimes grueling.

        And the people have got to reapply every so often -- I think it's every 90 days.  So the monitoring is there.  It's the manpower (or womanpower) that's tough.  

        And if you add more manpower, what's the complaint? -- "Bloated government".  Damned if you do, damned if you don't.

            Lawyering.

            If these welfare folks lie and get caught -- and if the lie is "material" (paid too much money) -- then these folks get criminally prosecuted.  Usually prosecuted as a felony.

            That's where I come in.  I can't tell you how many welfare fraud cases I've handled through the years, but it's part of a living, I guess.

            What has the system "broken" (IMO) is that the wealthy refuse to pay their fair share of taxes, or, in too many cases, no taxes at all.  They just offshore the profit, thinking they're very clever (which they are).

            As things are going now, wage cutting the middle and lower classes is depressing the ability of the masses to buy goods and services, and therefore, to add insult to injury, shrinking the tax base.  Double whammy.

            I don't think Hillary will address that economic problem.  Elizabeth Warren might have the guts to tackle the problem, but I doubt she runs.  We can't keep running Democrats with Republican economic values.

        is that some people who get food stamps send home barrels of rice to families who are literally (I know what that word means) in danger of starvation or severe malnutrition?

        I've seen the outraged articles claiming that this practice of using EBT to pay for food sent overseas is hugely widespread "Everybody does it...".  But I haven't seen any documentation to prove it.

        The only person I saw quoted that was shipping food said that she WAS NOT receiving food stamps.

        So color me skeptical...

        I concur that with some rational folks you would be correct.

        I prefer to emphasize the leverage effect on the economy as more money is in the hands of people who spend it, increasing the velocity of funds and thereby literally getting more bang for the same buck.  

        However, there are fewer and fewer rational people and more emotional know-nothings who can't comprehend a basic syllogism.

        Te irrational (let's call it emotional) line of thinking that the TeaParty and many evangelical religions are promoting is punishment.

        There are a number of diaries, books and even a few Bill Moyers programs on the punishment angle.
