    The sense I got from reading through a bunch who were granted immunity or were acquitted is that it enables police to barely investigate, to essentially look the other way, especially if there were no witnesses. And then when someone is charged, they are overcharged, which enables a jury to acquit (as we have just seen).

    This overcharging policy of Angela Corey is clear, to compel those charged to plea bargain out of fear of mandatory sentencing laws. It's a bully tactic that I'll bet reduces court costs on the state, and funnels people into for profit prisons.
